1. This Instruction reissues DoD Instruction 1342.12, December 17, 1981 to implement policy and update responsibilities and procedures under Sections 921 et seq. and 1400 et seq. of tile 20, United States Code through DoD Directive 1342.13, July 8, 1982 for providing the following: a. A free appropriate public education (FAPE) for children with disabilities who are eligible to enroll in the Department of Defense Dependents Schools (DODDs) under DoDD 1342.13. b. Early intervention services for infants and toddlers birth through age 2 years who, but for their age, would be eligible to enroll in the DoDDs under DODD 1342.13. c. A comprehensive and multidisciplinary program of early intervention services for infants and toddlers with disabilities and their families. 2. Establishes a National Advisory Panel (NAP) on Education for Children with Disabilities, ages 3 to 21, inclusive, and a DoD Inter-Component Coordinating Council (ICC) on Early Intervention, in accordance with DoD Directive 5104.4, September 5, 1989. 3. Establishes a DoD Coordinating Committee (DoD-CC) on Early Intervention, Special Education, and Medically Related Services (NRS). 4. Authorizes implementing instructions consistent with DoD 5025.1-M, June 24, 1994, and DoD forms consistent with DoD 8320.1-M, DoD 8910.1-M, and DoD Instructions 7750.7.
