This Instruction supersedes Assistant Secretary of Defense (Personnel and Readiness) Memorandum, "Transition Assistance Program Preseparation Counseling," November 5, 1993 (hereby canceled), and establishes policy, assigns responsibilities, and prescribes procedures for the conduct of the Transition Assistance Program perspiration counseling, as provided by DoD Directive 1332.35, December 9, 1993; Public Law 101-510, November 5, 1990, as amended; Public Law 102-484, October 23, 1992, as amended; Public Law 103-160, November 30, 1993, for active duty Service members and their spouses.
